Why does my cactus look like it needs “Viagra??”?

But now it just hangs limply over the side of it’s pot. It was never root bound, but the roots will just not grow out, I guess, to support the top. I have tried propping it with a network of sticks and string, so it will stand up but it insists on finding a way to plop back down again EVERY time. If I put a rock there to support it, it finds away around it in just a few days. Everyone laughs at it and says it needs some viagra! Lol. Why does my cactus insist on growing this way??
